CHAMPVA: Comprehensive Benefits Guide
Overview
CHAMPVA (Civilian Health and Medical Program of the Department of Veterans Affairs) is an exceptionally affordable health insurance program where the VA shares covered healthcare costs with eligible family members.
Pro Tip: CHAMPVA is healthcare for your dependents if you're P&T or died from service-connected causes. It's not Tricare, it's not great, but it's better than nothing. Your family earned this.
Cost Structure
- Deductible: $50 per dependent annually (maximum $100 per family per year)
- Patient cost-share: 25% of VA's allowable amount
- Out-of-pocket maximum: $3,000 per calendar year per family
Eligibility Requirements
Primary Eligible Groups
CHAMPVA covers spouses, widow(er)s, and children (ages 0-17, 18-23 if enrolled full-time in school, or 18+ if helpless) of a Veteran who:
- Is rated Permanently and Totally disabled due to service-connected condition(s)
- Was rated Permanently and Totally disabled at time of death
- Died from a service-connected condition
- Died on Active Duty with dependents ineligible for TRICARE
Critical Restrictions
- Cannot be TRICARE-eligible (mutual exclusivity requirement)
- Children lose eligibility upon marriage
- Former spouses lose coverage effective divorce date
- Surviving spouses who remarry before age 55 lose eligibility unless remarriage ends
Additional Eligibility
Primary caregivers under the Program of Comprehensive Assistance for Family Caregivers (PCAFC) may qualify, provided they have no other health insurance.

Provider Information
Finding Providers
- CHAMPVA has no network restrictions
- Providers accepting Medicare, Medicaid, or TRICARE typically accept CHAMPVA
- Search via Medicare.gov or TRICARE.mil provider directories
Assignment (Key Concept)
Providers accepting assignment agree to: - Bill VA directly for covered services - Accept VA's allowable amount as payment-in-full - Cannot balance-bill for amounts above VA's allowable
Providers NOT accepting assignment: - Require out-of-pocket payment at service - May charge above VA's allowable amount - You must seek reimbursement by submitting claims
Exception: All Medicare-participating hospitals must accept VA allowable amounts for inpatient services.
CHAMPVA In-house Treatment Initiative (CITI)
Participating VA facilities offer cost-free services to CHAMPVA beneficiaries.
