VA Health Care Enrollment and Benefits

Pro Tip: VA healthcare and VA disability are two different systems that barely talk to each other. You can use VA healthcare even if you're not rated, and being rated doesn't automatically enroll you. Confusing? Yes. Welcome to the VA.

Eligibility Requirements

Basic Service Requirements

To qualify for VA health care, Veterans must meet one of these criteria:

  • Served on active duty before September 7, 1980
  • Enlisted after September 7, 1980, with at least 24 continuous months of service (unless discharged for disability, hardship, or early out)
  • Completed full period of active duty call for Reserve/National Guard members

Discharge Status: Veterans with dishonorable discharges are ineligible. Those with "Other than Honorable" status may qualify.

Additional Eligibility Pathways

Veterans may qualify through: - Service-connected disability compensation (any percentage) - Non-compensable (0%) service-connected disability - Discharge for service-related disability - Documented toxic exposure (TERA) - VA pension benefits - Former prisoner of war status - Purple Heart or Medal of Honor recipient - Medicaid eligibility - Vietnam service (January 9, 1962 – May 7, 1975) - Persian Gulf War service (August 2, 1990 – November 11, 1998) - Camp Lejeune service (30+ days, August 1, 1953 – December 31, 1987) - Combat theater deployment within past 10 years

Enrollment Process

Active Duty Servicemembers: Cannot receive treatment until after official military separation, except for emergency/urgent care or with valid TRICARE referral.


Priority Groups System

The VA assigns Veterans to priority groups (1-8 with sub-categories) determining appointment access and co-pay levels. Higher priority (lower numbers) theoretically receive faster scheduling.

Priority Group Assignment

Group Qualification
1 50%+ combined service-connected rating OR Medal of Honor
2 30-40% combined service-connected rating
3 10-20% rating, former POW, Purple Heart, or Title 38 § 1151 classification
4 Receiving aid/attendance, housebound benefits, or catastrophically disabled
5 No/0% rating with income below adjusted limits, Medicaid eligible, or receiving VA pension
6 Combat deployment (last 10 years), radiation exposure, Vietnam/Gulf War/Camp Lejeune service, or TERA exposure
7 Income below geographically adjusted income limits
8 Income exceeds VA limits (with sub-categories 8a-8f based on rating/enrollment dates)

What VA Health Care Covers

Preventive Services: - Health education and nutrition counseling - Immunizations - Periodic medical exams (gender-specific included) - Genetic disease counseling

Inpatient Care: - Acute care, dialysis, emergency services - Medical/surgical, mental health treatment - Specialized units (ICU, polytrauma, spinal cord injury, transplant, traumatic brain injury)

Specialty Services Include: - Audiology and optometry - Dental care (additional eligibility requirements apply) - Mental health and PTSD services - Orthopedic surgery and prosthetics - Cancer treatment and pain management - Women's and geriatric care - Substance use disorder treatment

What VA Health Care Does NOT Cover

  • Abortion services
  • Cosmetic surgery (unless medically necessary)
  • Gender-affirming surgical procedures
  • Health club memberships
  • Non-FDA-approved drugs or medical devices (outside clinical trials or compassionate use exemptions)

Important Notes

Non-Service-Connected Treatment: Veterans can receive treatment for disabilities unrelated to military service through VA facilities.

Not Health Insurance: VA health care operates as a medical system, not traditional health insurance.

Private Insurance: Veterans may maintain private health insurance alongside VA coverage.

Recent Separators: Recently separated Veterans may qualify for TRICARE family coverage.
