Yellow Ribbon Program

Overview

The Yellow Ribbon Program assists veterans in covering increased costs associated with non-resident tuition and attendance at private or foreign institutions that exceed the maximum Post-9/11 GI Bill coverage amounts.

Pro Tip: Yellow Ribbon covers tuition costs that exceed the GI Bill cap at participating schools. If your dream school costs more than the GI Bill pays, Yellow Ribbon might close the gap. Check if your school participates.

Important Update: Public colleges and universities must now charge Post-9/11 GI Bill users in-state tuition rates, eliminating traditional residency waiting periods. However, students must still satisfy individual institution residency requirements regarding physical state residence.

How It Works

  1. Schools voluntarily participate in the Yellow Ribbon Program
  2. Participating schools agree to contribute a specific amount toward excess tuition
  3. The VA matches the school's contribution dollar-for-dollar
  4. This combined amount helps cover costs above the GI Bill cap

Veteran Eligibility Requirements

Veterans must qualify for Post-9/11 GI Bill benefits at the 100% level AND meet at least one criterion:

  • Served 30+ continuous days post-September 11, 2001, discharged for service-connected disability
